As you embark on creating the perfect society, you will find that things can get haywire from the get go. Your citizens will demand a lot from you, and creating order within your society is your first order of business. This is where you get to bring up new ideas that you can further turn into rules and laws. Each faction might have different ideas and solutions to a problem, and it is up to you to do your research and figure out which ideas you wish to implement as a law.

How To Unlock The Idea Tree In Frostpunk 2
As soon as you set up your civilization, you need to rush and unlock the Idea Tree to research ideas and turn them into law. The Idea Tree gets unlocked after you place the Research Institute. This building is one of the first buildings you unlock during Chapter 1, so you will own it very early in the game. Place the Research Institute within any empty building blocks inside an expanded Housing District. Interact with the Research Building to start researching ideas.
Note: Increasing the number of Research Institutes will increase the research speed
How To Use The Idea Tree In Frostpunk 2
Once you are in the Research Institute menu, you will be directed to a list of issues within your city. You will also find multiple solutions for each problem, and you can choose which solutions you want to implement. Your Factions will also put in their two cents on each issue, so you can take their solutions or bring up new ideas. Furthermore, Radical Ideas require a lot of thought and progress through different principles. Below are the main principles you will face as you make decisions for your city
- Progress vs. Adaptation
- Equality vs. Merit
- Reason vs. Tradition
Note: Progressing through the Reason and Progress principles in the Research Tree will help you increase Research Speed, which in turn helps unlock new ideas at a faster rate
Making progress through one principle will downcast the other, so striking a balance between them can be near impossible. You cannot keep everyone happy this way, so you have to pick a route and stick to it. Favoring certain Faction decisions will also improve your relationship with them.
How To Research New Ideas In Frostpunk 2
Now, when it comes down to picking the right idea for a problem, you need to ensure that you have sufficient resources to implement them. You can browse all the solutions, compare the research costs and needs, and select the one that seems more fruitful and profitable for you. If you find an idea that has been picked by all or most Factions, you should put effort into implementing those first. Since this is a collective need, you might find that this acts as an upgrade for your civilization rather than an idea, which will benefit everyone in the long run.
Note: Sometimes, you might require a Council Hall to research prior ideas or laws before you can unlock them from the Research Center. So having a Council goes hand in hand with enacting ideas into laws
How To Implement New Ideas In Frostpunk 2
There are two idea types that you will encounter as you play Frostpunk 2. You get Ideas that turn into upgrades, and Ideas that you can enact as law. Ideas that usually turn into upgrades will end up giving your civilization new buildings or construction plans. You can then implement them by adding the new buildings or infrastructure into the desired district and assigning your citizens to utilize it.
The other type of idea will require help from the Council Hall to implement the said idea as a law. This requires the votes of the Legislature, and all those in favor of the idea will make things easier to run it as a rule or law within society.
