How To Propose New Laws In Frostpunk 2
You can propose new laws every 10 weeks in Frostpunk 2 and to pass the law you would need at least 51 votes.
Before you jump in and start proposing or voting your bills, you would require full access to the Council. Start by building the Council Hall in the Central District. You will be able to unlock the Council during the first chapter of the Story Mode, once people argue whether to remove you as Captain.
Before proposing new bills, you also need to complete the Vote of Confidence, which will give you a clearer idea about the voting mechanics in the game. To do so, you will need to convince some factions to let you stay on as Captain. You need not worry as this election is easy to pass.
Here is a step-by-step guide on how you can vote, propose, and negotiate laws in the city-building survival game:
- Select the Gavel sign after unlocking their council.
- Choose which type of law that you want to pass. You can choose any of the following:
- Survival
- City
- Society
- Rule
- Once the category has been chosen, select the specific topic on which you want to pass a law. You have the choice of picking between at least two options presented to you.
- After choosing your bill, you can hover over it and tap on the ‘Propose‘ button. Once you do so, your bill will be sent to the Council of Delegates who would then have the option to either pass or reject your bill. As mentioned above, you will require at least 51 people to vote in your favour.
- You also have the option to vote for your bill. You can increase your chances of getting the bill approved by tapping on the ‘Vote’ button. If you feel that there is a good chance that your bill might get rejected, you can click the ‘Negotiate’ option instead.
You can see the chances of your bill getting passed by taking a look at the bar which shows the number of guaranteed votes (in blue) and the number of people opposed to it (in red). The major portion in the bar is usually blank which shows that the remaining people are undecided. Once the bill gets enough votes, it becomes an enacted law in Frostpunk 2.
How To Negotiate In Frostpunk 2?
Every faction holds a certain percentage of support within a city and the developers of this survival game have made sure that you have the option to sway certain factions to your will while passing a bill. This can be done using the Negotiate option.
It must be noted that some factions are immune to your powers of persuasion as they are either firmly for or completely against the proposed bill. The ones that are up for negotiation will have a certain list of demands that you will have to meet in exchange for their vote.
The good thing is that you will have to only choose one demand out of the list. However, you will have to ensure that you stay committed to your promise, or else it might result in a rift between you and the faction in question. Out of the demands made, taking ‘researching an idea’ is a pretty safe bet, since it does not go against any other faction, nor does it require getting in a law.
Another good idea is to go with a faction which has a demand for researching an idea that you anyway were planning to do – in this case, it will be a win-win for you and the faction, and also get you the votes.
Just keep in mind that you can only hold a limited number of demands at one go, hence you should assess the power of the faction before negotiations.
