The Shiny War Paint Repkit drops after defeating the Meathead Riders: Saddleback and the Immortal Boneface. Once you reach The Old Scrape Ripper Drill Site, located at the Cuspid Climb of the Terminus Range region, you can fight these two bosses and get the rewards, one of which can be the Shiny War Paint Repkit.

Furthermore, using Shiny War Paint also reduces the Repkit cooldown by 2s, every time you take damage. So, if you are getting shot after using the Repkit, the cooldown timer to use the Repkit also shortens over time, letting you use it more frequently.
