Once you catch a powerful Pokémon in Pokémon Legends: Z-A, your first thought will be to use it in battle. However, you may face a problem with that Pokémon not obeying your commands. It leaves you in a bad position during a fight. To avoid that, there are a few steps you can take to make all your Pokémon obey you.
Steps to Make Your Pokémon Obey You Every Time

To make Pokémon obey in Pokémon Legends: Z-A, rank up in the Z-A Royale by earning Ticket Points and winning Promotion Matches. Put simply, you need to increase your rank to make powerful Pokémon obey you. And the best way to do that is by battling other trainers in Z-A Royale.
Once you battle enough trainers and gather Ticket Points, you can use them to get a Challenger’s Ticket. This allows you to take part in rank-up matches. Once you win those matches, your rank will increase, and so will your Pokémon obedience level limit.
You can check your obedience level limit by saving your game (Press A). Your limit will be displayed right above the save progress button. Also, this limit is only useful at the level where you catch that Pokémon. For example, if you catch a level 27 Fennekin at Rank Y, which has an obedience limit of 25, it will not obey you.

You need to level up to Rank X, which has an obedience limit of 30, to make the Fennekin obey you. But after that, the Pokémon will always obey you, disregarding your obedience level limit. So afterward, if you Fennekin levels up to 32, and you are still at Rank X, it will still obey you. It should be noted that if you trade a Pokémon, the level at which you get it will determine its obedience level.
However, getting the Pokémon to follow your commands initially is the major task. And for that, you need to level up to keep commanding your new powerful Pokémon. Once you reach Rank A, you’ll unlock a wish for yourself, and all Pokémon that you catch will obey you.
