Unfortunately, the owner, Victor Gaz, has been captured by the ON convoy. To save him and get the key to the house, once you reach Jova Village, keep heading northeast and cross the swamp. You will encounter a tunnel lit up by red lights. The place is swarming with Hollow enemies, so stay alert.
As you keep going deeper into the tunnel, you will find a small door on the right that leads to the maintenance room. Within this room is Victor. Speak to him and collect the keys. Head back to Jova and enter the house right opposite the forge. Now, you need to gather clues to get the code to the vault.
