While exploring Paradise Island in Outer Worlds 2, you are likely to come across Skycutter A102 Tower. The Tower holds a side quest, “Who Else But Us,” that lets you unlock rewarding loot and a Legendary Weapon. This quest requires you to collect 5 Protectorate Armorial ID cards to unlock the final chest in the Tower. Here’s how to go about completing this quest, and getting your hands on that Legendary Weapon.
Protectorate Armorial ID Card #1

The first Protectorate Armorial ID is located on the corpse of a soldier, lying dead inside the basement of Skycutter A102 Tower. It is in the same room as the Protectorate Cadre Vestige chest, and the dead body is just beside this chest. Watch out for the Raptidon that flanks you as you enter this room.
This dead body also contains a Skycutter Entrance Key, which is needed to progress through the tower and other loot. You can also find some Mercy Oxymorphone, Short Rounds, and Black Powder inside the crates nearby.

Once you have collected the Skycutter Entrance Key from the dead body, move back using the stairs, and you’ll find a locked door right in front of the stairs. Open up this door to enter a large room, where you can see a locked Elevator Shaft in the middle.
On this floor, there will be two Sentry Turrets, two Protectorate Dragoons, and two Protectorate Wasps. Once you take out these hindrances, look for a dead body on the right of the elevator shaft. This dead body has the second Protectorate Armorial ID.

The third Protectorate Armorial ID card is on a dead body, located on the second floor above the Elevator Shaft in The Outer Worlds 2. Go straight from the dead body from which you got the second ID card, and take a left to get up the stairs. The Elevator doesn’t work, so you’ll have to go via the stairs.
Once you are up the stairs, you can see a ladder right in front of you. Climb the ladder to reach a room with two Raptidons. Dispatch them to find a ladder near the end of the room, towards the right. Get up this ladder, and you can get the third dead body with the Protectorate Armorial ID.

Turn around from the third dead body, and you will see an opening on the platform at your right. Jump down from the platform on a flight of stairs, and go above to reach the next floor. On your left, near the stairs, you see some boxes stacked. Climb these boxes to access a platform, from which you can see a hanging broken platform.
Climb the broken platform by jumping on it, and take a right when you reach the end of this platform. From here, jump on the platform on the right to access another floor. Run to the end of this floor by taking a right to find another ladder, which takes you to the next floor.
Here, look for a dead body right next to the elevator shaft. Interact with it to find the fourth Protectorate Armorial ID card. You will also find the override key to access the lift. So, access the lift to reach the final floor and the final ID.

Once you interact with the elevator, you’ll get waves of Raptidons attacking your team. So, take them out until the gates of the elevator unlock, and take the elevator to reach the top floor of Skycutter A102 Tower. Exit this elevator, and you can find a Med Station, which you can use to heal yourself. Then, use the door to go to outside, where you will find another dead body with the fifth and final Protectorate Armorial ID card.
Don’t forget to collect the Thunderstruck Legendary Weapon from the wall next to the corpse.
The Protectorate Cadre Vestige Container Reward
Once you take the five ID cards in The Outer Wilds 2, take the elevator back to the ground floor, and reach the locked chest in the basement, where you found your first ID card. Interact with the box to get the following rewards:
- Vestige Datapad – Cadre 618. The datapad tells the story of the Cadre 618, recording a final message for his beloved Alex.
- a Trauma Kit,
- 934-bit cartridges, and
- an Advanced Decryption Key.
With this, you have successfully concluded the side quest. This is a great way to get one of the Advanced Decryption Keys required to upgrade VAL, one of the 6 companions in Outer Worlds 2, as well as the Legendary Weapon, early in the game.
