As you work through fishing quests with Delphin in Starsand Island, you’ll be asked to catch a Glowfish for Zerine. This quest is shockingly misleading, and the initial tasks for it don’t actually give you helpful information about where you find Glowfish.
The Junior Angler quest in Starsand Island starts by having you rent a boat. Then, you’re directed to find a place of abundance in the ocean, which basically means you have to drive out to the quest marker, then drive back to the docks. After you reach the quest marker, your task updates to giving Zerine 10 Glowfish. The problem is that going to the place of abundance doesn’t give you Glowfish.
Starsand Island – Glowfish Fishing Spot
As it turns out, you have to head to Moonlit Forest to find Glowfish. There are two spots you can get them from, but the Dreamfall Garden location is going to be easier. This is because you can’t access the second location until after you unlock the door that requires Ruin Keys from the explorer questline.

After you get to the Dreamfall Garden Moonweaver, head to the river and stand on the little rock between the bubble bridge and waterfall. There are some fish scattered around there. This is where you can fish up Glowfish.

Since Glowfish are rare, it might take time before you catch one. It took me three days of in-game time to finally get a Glowfish, but I didn’t use bait to keep bringing fish out either. If you can, it might be worth bringing Bug Bait with you, as this might increase your chances of catching a Glowfish.
Additionally, there are some pieces of information claiming that there’s a limited time window during which you can catch Glowfish. I don’t think this is accurate, as I was able to catch them at random times that didn’t seem to be within a narrow window.
Starsand Island – Giving Zerine Glowfish
I believe this quest is bugged, but if you’re really struggling to get Glowfish and simply want the quest to be finished, you can give Zerine any 10 fish. I had a random assortment in my bags from Delphin mailing me fish, and I selected them when talking to Zerine. She accepted them instead of the Glowfish and the quest was marked complete.

Because of this, you can head to the docks, or your other favorite fishing locations, and start fishing until you have at least 10 fish. Prawns don’t seem to count as acceptable fish in this case. Then, you can speak to Zerine and give her them in lieu of Glowfish to complete the angler quest in Starsand Island.
