Casus Belli is a requirement to start a war with any nation, and creating a Casus Belli requires 20 Spy Networks. But first, you need to bring up your Parliament’s support to 50% or higher. That way, you get the option to fabricate a Casus Belli. To create a Casus Belli, right-click the nation you wish to attack, then select the Build Spy Network option. The longer your Spy Network stays within the nation, the higher the points you get under this influence. But this comes with the risk of losing your Diplomats. Per month, you will lose -0.10 Diplomats the longer you keep the Spy Network active.
Once you get 20 Spy Network points, you will automatically create a Casus Belli. These are clauses you could implement as a reason to start a war with the selected nation. To start a War, again right-click the nation, then select the Declare War option. On the new menu, select the Casus Belli in the bottom left corner to select the type of Casus Belli.
