In Episode 4 of Dispatch, you must pick a new Z-Team member after firing someone in the previous episode. While discussing options with Blonde Blazer, your choices lie between Waterboy, a trainee, and Phenomaman, Blonde Blazer’s ex-boyfriend. Both options have challenges. Choosing Waterboy

Waterboy is a Janitor at SDN who often interacts with Robert. He is timid and anxious in stressful situations but avoids causing problems. Choosing him will improve his training further and boost his abilities. When informed, Waterboy thanks Robert for the opportunity.
If you choose Waterboy, the other members may be a bit displeased during your next dispatch. The animosity around him would turn up Waterboy’s anxiety even further. But, he still does a good job, and your dispatch will be successfully completed. After ending your shift, Robert will find Waterboy hiding away in the storage closet.
Speak to him and pick any of the dialog choices to assure him that he’s doing a good job. Waterboy will remember what you tell him, which helps boost his confidence in the long run. There are no known consequences in choosing Waterboy for now.
Achievement: It Smells Very Chemically In Here – Give him his first shot.
Choosing Phenomaman

Since Robert knows Phenomaman personally, it would be easy to choose him. But, keeping in mind that Blonde Blazer just broke up with him, Phenomaman won’t be in the right state to give his 100% for the dispatch. Regardless, since Blonde Blazer is okay with him joining the Z-Team, you could place him with the others and hope for the best. He does show his gratitude to Robert in giving him a chance to join the team.
Unfortunately, the others on the team will voice their dissatisfaction at seeing Phenomaman. This could further depress him as the dispatch goes on. You would still complete the dispatch successfully, helping you assign skill points to your team. Once your work is done, you will catch Phenomaman in one of the spare office rooms. He will be watching a video of himself and Blonde Blazer during a dispatch operation.
Speak to him and choose any of the dialog choices when they appear to boost Phenomaman’s spirit. He will thank Robert once again for having faith in his abilities, and he will remember your choice. Just like Waterboy, there are no consequences to picking Phenomaman yet.

Who to Pick?
Ultimately, your choice will not impact your dispatch, since the rest of your team will make up for the shortcomings of the new members. You will still complete the operation successfully and earn your rewards. So, the choice boils down to your personal opinion on the two heroes and who you would like to keep in your team, and the type of achievement you wish to unlock.
This brings you one step closer to the end of Episode 4 in Dispatch, but you still have one last choice to make between dating Invisigal or Blonde Blazer.
