You can get the Key of Whispers in Fisch by fishing during the daytime in the Cultist Lair area. Do note that you’ll find this key if you fish during the daytime only. That’s the only requirement to get this key, as its drop rate is not affected by the type of bait, weather, or season.

Uses of Key of Whispers in Fisch
You can use the Key of Whispers in Fisch to unlock the door present inside the Cultist Lair. The Bestiary Entry of the Key of Whispers reads, “This is the Key that leads to the gates of the Hall of Whispers…”
That means by unlocking the door in the Cultist Lair using the Key of Whispers, you’ll be able to enter the Hall of Whispers. And the process of entering is a fairly simple one. You just need to go to the door and place your Key of Whispers on the lock present.
Next, you need to place a Sparkling Enchant Relic on the right pillar and an Albino Moon Wood on the left pillar next to the door. By doing so, you’ll be able to open the door.
