Once you go to these coordinates, go straight with the Submarine to see a rock structure in front of you. From there, submerge underwater and head to the right of the structure to find an opening below, which leads you into an underwater narrow pathway.
Follow the narrow path ahead, and eventually, you’ll rise from the water near a door blocked with decay, which is the entrance to Oscar’s Locker. Here, equip the Amulet, and the decay will disappear.
