Ways To Obtain Goods In Frostpunk 2
To get more Goods in Frostpunk 2 can build Industrial Districts, expand them, switch some of them to Goods production, and even build Factories. You must also pass laws that will boost production efficiency leading to the rise in Goods.
To take a look at the current scenario (Requirements, Demand, and Output) of Goods in your city, hover over the Pot icon. Depending on the goals, you can then start to strategize your best approach.

Build, Expand & Convert Industrial Districts
Whenever a new Industrial District is built, it increases the Goods production by 25. So, building new Industrial Districts is definitely beneficial. However, you need to switch the new District to Goods production first to get the necessary result.
Once the new Industrial District is built, you will have the option to expand it by tapping on the arrow icon at the bottom of the information pane and expanding the district. Not only will this increase the output from 25 to 30, but will also provide you with Heatstamps that you can use for reducing Cold in the city.
Since Industrial Districts naturally produce Prefabs you must switch it to Goods production manually. To do so, select an established District and then tap on the pot icon on the left side of the information pane. Make sure not to switch all your Industrial Districts to Goods production as Prefabs are also an essential resource that you need in Frostpunk 2.
Building Factories
Head over to the Idea Tree’s Resources and implement ideas from the Goods Factory node to increase your Goods production. Creating Refurbishing Goods Factories and Calibrated Goods Factories in your Industrial District is a great idea as it will increase the production of Goods, thereby helping to maintain a surplus.
Not only that, these Factories can be built within all Industrial Districts, even the ones that have not been switched to Goods production. This is one of the best ways to generate Goods as it will allow you to collect Prefabs as well.
For example, an Industrial District that produces Prefabs and has a Calibrated Goods Factory will give you 10 Prefabs per week and 60 Goods. Hence, build Goods Factories in the Industrial Districts that you have not converted to Goods production to get the best of both worlds.

Pass Goods-centric Laws
One of the best ways to get more Goods is by increasing Production Efficiency by enacting laws aimed at enhancing the productivity of workshops and factories, which can lead to increased output of critical Goods.
Aside from Production Efficiency, you must also propose and vote for Goods: Mass-Produced Goods Law and the Basic Necessities: Paid Essentials Law which can be found under Resources in the Survival section and under Welfare in the City section respectively.
If you want to decrease the demand for Goods in your city, you have the option to exercise the Goods: Durable Goods Law. This can be found under Resources in the Survival section.
Other Solutions
Start researching ideas on the Idea Tree. For example, you can head over to the Rail Hub node and build a Rail Hub next to your Industrial District producing Goods. This will boost production efficiency, enhance trade operations, and increase resource distribution.
If you notice a jarring Goods scarcity, you can also select Industrial Districts (converted to Goods production) and activate its Emergency Shift ability. This will allow you to produce twice as many Goods as before. However, exercise this ability with caution as it can impact the health and morale of the workers.
