The Toluca Prison unlocks as part of the main storyline after exploring the Historical Society Building. Take the flight of stairs leading down within the building to get underground, then jump through the hole.

- On the Toluca Prison 1F Main Section map, find the Chapel on the top left corner and make your way there.
- Pick up the Heaviest weight off the altar table.
- Next, make your way to the Yard on the same floor to find a scale covered with a white cloth.
- Take the small weight near the scale and place it on the left scale.
- Place the Heaviest weight on the right scale.
- The pointer on the scale will land on the Headless Snake, which will unlock the Headless Snake door.
- Exit the yard and head back to Block B, enter the passage on your left to find the Headless Snake door on your immediate left.
- Head straight through the door and make your way to the Guard Room at the very end of the passage.
- Pull the lever in the Guard Room to unlock the door and enter the next area.

- Inside you can find the Medium Weight on the Electric Chair. After that, enter through the door beside the chair and make your way to Cell E1.
- Break down the wall within the cell to find the Witness Checkpoint.
- Make your way towards Cell E10 and squeeze your way through the hole in the wall.
- Investigate the room on the left to get the Armory Key.
