Some characters in Persona 5: The Phantom X are more suited in certain situations, hence why it pays to get the best build setup for them. Makoto Niijima, aka Queen, is one of those characters who deals strong DPS and has a limited amount of resistances and weaknesses. Since she is a 5-Star Assassin, it is worth taking your time in investing in her build and finding out what works for her. This guide will cover the best Queen guild for Persona 5: The Phantom X.

Makoto Niijima (Queen) Build Guide – Persona 5 The Phantom X

Queen’s main strength is dealing elemental damage, and her damage output is related to the total elemental skills that the enemy possesses. When you initially unlock Queen, her starting persona will be Johanna, and she is automatically unlocked through story progression, pulling from banners, or through events. Let’s take a look at each of Johanna’s skills and abilities.

    SkillsDescriptionType
Sanctioned DriftDeals Nuclear elemental damage (equal to 54.4% for 5 hits). New targets are prioritized from the second hit onwards. Damage is reduced to 20% if focusing on the same target. With each initial hit, the target will also be inflicted with random elemental damage. If the target is already inflicted with an element, this activates the Technical skill, which deals bonus Nuclear damage (equal to 19.2% attack). The main target receives Radiation for 2 turns. Nuclear / Multi-Target
President’s ProwessIncreases Makoto’s attack for 2 turns (up to 32%). Also heals 1 ally (113 + 34.6% total attack output of Makoto’s). For each different elemental damage done to targets, the Tenacity stack increases. Automatically gain 3 Tenacity stacks at the start.Single-Heal
Nuclear FuryDeal Nuclear damage (138% Attack) to one foe. Doing so will increase Tenacity stacks by 2. If the main target already has an elemental damage active, this activates the Technical skill, which deals bonus Nuclear damage (25.6% of attack). Activating Crash Out will evolve this skill into Thermo-nuclear Fury.

Thermo-nuclear Fury: Deal 159.7% Nuclear damage to one foe. Technical skills are activated for each element the target possesses. Increases bonus Nuclear damage by 22.4%, up to 3 hits.
    Nuclear / Single-Target
Thief TacticsGain 2 Frenzied Voltage stacks for dealing Nuclear damage to 1 target, also increases damage to 107% of attack.
Spending 1 Frenzied Voltage stack will inflict 1 random element on the target. This continues till the target has 2 elemental ailments. For each stack used, increases damage output by 20%.
    Nuclear
Chief StrategistIncreases damage of elemental attacks by 15% (for each elemental type) during battle.Hidden
Unshakable WillIncreases damage reduction at the start of battle by 2%. Increases 2% more (up to 6%) if Crash Out is active. Hidden

    Makoto Niijima Overview and Weapons

Focus more on increasing Queen’s Tenacity stacks by increasing her Nuclear damage output and inflicting multiple elemental ailments. Stacks are more efficient when applying Sanctioned Drift, as this will ensure the target will get different elemental damage. Stacking up to 5 Tenacity will help Queen enter Crash Out, turning Nuclear Fury into Thermo-nuclear Fury. This is a single-target attack, but it will quickly eliminate the target.

When it comes to weapons, the Nuclear Finisher is more suited for Queen’s build. This weapon synergises well with her Nuclear attacks, and also boosts Nuclear damage and gains Heat stacks. With this, whenever you activate Crash Out, Queen’s Nuclear damage output will increase 10-fold. But, if you are starting the game with her, then go for Flash Punch or Omega Knuckle to increase attack power and Nuclear damage output considerably.

Best Makoto Niijima Teams in Persona 5: The Phantom X

    Queen, Vino, Leon, Okyann

Vino and Okyann balance out Queen’s elemental damage by supplying the required buffs. Vino is great at being more consistent with her elemental attacks, while Okyann increases attack damage and ailment accuracy. Leon is the best bet to increase attack and damage output by supplying buffs, while also increasing the Queen’s defense with a shield. But if you prefer a healer, then switch out Leon with Mirian. Panther is also a good fit here for having a second attacker if you don’t prefer to have Leon in your team.
